Bill Rinaldi and the Joseph A. Paglianite Culinary Arts Institute

Building opportunity through education, workforce development, and community investment.

In Nanticoke, Pennsylvania, the Joseph A. Paglianite Culinary Arts Institute at Luzerne County Community College stands as a lasting example of Bill Rinaldi’s commitment to projects that strengthen Northeastern Pennsylvania’s future. Through his leadership at Mark Construction Services, Bill helped bring this transformative educational facility from blueprint to reality.

A Landmark Investment in Culinary Education

Completed in 2010, the 22,000-square-foot, two-story culinary arts center was designed by Scranton-based architectural firm S/D/A and constructed by Mark Construction Services. The $7.6 million project was funded through a combination of $4.5 million in state grants and $3.1 million from Luzerne County Community College.

Delivered on schedule and ready for fall classes, the facility immediately elevated the college’s culinary arts program and reinforced LCCC’s role as a regional workforce leader.

Designed for Real-World Excellence

The Joseph A. Paglianite Culinary Arts Institute was thoughtfully designed to mirror the demands of the hospitality and culinary industries. Faculty worked closely with the design and construction teams to ensure the building would serve not only the program’s 180 students at the time, but future generations as well.

  • Two full kitchen labs with more than 30 individual workstations
  • A dedicated pastry arts lab
  • An elevated auditorium with integrated television studio capabilities
  • A computer lab for hospitality management instruction
  • A hands-on service training space simulating real restaurant operations

The result was a state-of-the-art facility that exceeded expectations and positioned LCCC as a premier destination for culinary and hospitality education in the region.

Strengthening the Local Workforce

Bill Rinaldi’s involvement in the project reflects a broader philosophy: infrastructure matters most when it creates opportunity. By constructing a facility dedicated to career-ready skills, Mark Construction Services helped support workforce development, economic mobility, and long-term growth throughout Luzerne County.

The institute continues to serve as a pipeline for skilled professionals entering restaurants, hotels, hospitality operations, and food service enterprises across Pennsylvania and beyond.

A Commitment to Community-Focused Development

The Joseph A. Paglianite Culinary Arts Institute is more than a building—it is an investment in people. Bill Rinaldi’s work on the project underscores his enduring commitment to developments that strengthen communities, expand educational access, and create lasting regional impact.
